Mark Stevenson
Chief Executive Officer

Mark Stevenson became the Chief Executive Officer of the Bank in December 2005. Mr. Stevenson has more than 25 years of experience in commercial banking, credit management and corporate finance, including at U.S. Bancorp and Security Pacific Bank. Most recently, he was a Managing Director of Debt Capital Markets for Piper Jaffray & Co. (previously U.S. Bancorp Piper Jaffray and U.S. Bancorp Securities) from December 1997 to May 2005, where he specialized in providing high quality capital structure advisory services to corporate clients. From 1991 to 1997, Mr. Stevenson was Senior Vice President and Credit Approval Manager for U.S. Bank’s national corporate and international banking groups, where he was responsible for credit approval and management of a $1.7 billion credit portfolio. Immediately prior to joining Capital Pacific Bank, Mr. Stevenson spent a month on a Mercy Corps project where he trained management and staff of Mongolia’s XacBank on effective small business lending practices, underwriting and new business development. Mr. Stevenson serves as board member of the Oregon Bankers Association and the Oregon Wildlife Heritage Foundation.

Felice Belfiore
Chief Financial Officer

As a member of the Capital Pacific Bank management team, Felice Belfiore oversees financial management, reporting, and accounting functions. She is a Certified Public Accountant with a background in public accounting and community banking. Responsible for financial reporting to the Federal Deposit Insurance Corporation and the Securities and Exchange Commission, Ms. Belfiore also handles shareholder relations. Prior to joining Capital Pacific Bank, she served as Controller/Vice President of Finance for Bank of the Northwest and Senior Vice President/Chief Financial Officer for VRB Bancorp in Southern Oregon. Ms. Belfiore is active in community and philanthropic organizations, most recently serving as a member of the Oregon State University Foundation Finance Committee and a business counselor for the Portland Rotary’s Camp Enterprise Program.

Harlan Barcus
Chief Credit Officer

As Chief Credit Officer, Harlan Barcus is responsible for all Capital Pacific Bank credit administration-- review, portfolio and individual credit analysis, approval and policy administration. With 25 years in banking, including a tenure as Senior Bank Examiner for the Federal Deposit Insurance Corporation, his credentials are a solid asset to our team. He was Vice President and Senior Credit Administration Officer at U.S. Bank and Senior Vice President and Chief Credit Officer at American Pacific Bank. Mr. Barcus is a board member and past President of the Portland/SW Washington chapter of the Risk Management Association, a member of the Oregon Bankers Association Lending Committee, the Providence Milwaukie Hospital Foundation board, and is active in Rotary Club of Portland.

Tyson Smith
Chief Information Officer

Responsible for the strategic management of all Capital Pacific Bank information technology systems and product development, Tyson Smith provides strategic leadership for all technology initiatives. He has extensive experience with treasury management products and services, and currently holds the Certified Treasury Professional (CTP) designation. Mr. Smith served as board president for the Association of Financial Professionals of Oregon and Southwest Washington. Before joining Capital Pacific Bank, he was Vice President and Manager of Product Development and Systems Administration for Bank of the Northwest. His career has included positions with Bank of America, West One Bank, and US Bancorp where he was appointed e-Commerce Product Manager for the six-state US Bancorp region. As a volunteer, he provides technology guidance to several non-profit and philanthropic organizations.
